SELECT is a database of pre-approved suppliers managed by Public Services and Procurement Canada (PSPC). It holds architects, engineers and construction trade contractors, each identified by their expertise and the services they provide. PSPC uses it to decide which suppliers to invite when it buys certain real property, construction and consulting services. The Supply Manual describes it in Chapter 9 on special procurements.
SELECT is both a list of suppliers and the mechanism that picks from that list. Its rotation function matches each requirement to suppliers with the right expertise in a suitable geographic range. Smaller contracts in these categories are therefore offered through SELECT rather than as open tenders. The CanadaBuys guide What the government buys confirms this split.
How SELECT rotation matches suppliers to work
For each requirement, SELECT matches the specifics of the work with suppliers who have the necessary expertise and are located within an appropriate geographic range. Depending on the requirement, the system either lets a single supplier accept or decline the work or invites several suppliers to compete. The Supply Manual calls this a systematic rotation functionality. It is meant to spread opportunities among qualified suppliers instead of repeatedly favouring the same firms. Details are in Supply Manual Chapter 9.
The $100,000 line between SELECT and CanadaBuys
The dollar value of a requirement decides which channel PSPC uses. The CanadaBuys overview What the government buys sets out the split:
- Construction services valued at $100,000 or more are advertised on CanadaBuys. Construction requirements below $100,000 are handled by PSPC regional offices through SELECT.
- Services related to real property valued at $100,000 or more are advertised on CanadaBuys. Those below $100,000 are advertised in SELECT.
Shortlist sizes for construction and consulting
The Supply Manual sets out how many suppliers SELECT puts forward at each value band. The rules below come from Chapter 9.
- Consulting services estimated at $10,000 or less: SELECT generates a short list of three qualified suppliers, and the most suitable and readily available one may be contacted directly.
- Consulting services from $10,000 to under $100,000: SELECT identifies a single supplier that meets the discipline and experience profile. It may also be used to pre-select suppliers from whom bids are solicited.
- Construction services estimated at $10,000 or less: SELECT generates a short list of three qualified suppliers, and the most suitable one may be contacted directly.
- Construction services from $10,000 to under $100,000: SELECT generates a short list of five qualified suppliers. In some locations, five to eight suppliers are invited to bid. The contract usually goes to the supplier with the lowest-priced responsive offer.
SELECT data and Indigenous business sourcing
Chapter 9 of the Supply Manual notes that information in Vendor Information Management (VIM) and SELECT is useful for identifying potential Indigenous businesses. That information comes from supplier registrations and contract awards. It also helps build source lists that are subject to rotation regimes such as the Automated Vendor Rotation System or SELECT. The same chapter says that, where practical, solicitations should include evaluation criteria tied to Comprehensive Land Claims Agreements. See Supply Manual Chapter 9.
What SELECT means for a supplier
If you offer architecture, engineering, construction trades or related consulting services, SELECT is a direct route to PSPC work that never appears as an open tender. Opportunities below the $100,000 line in these categories are offered through the system, as CanadaBuys explains. Your registered expertise, services and location determine whether you are shortlisted, so keep that information accurate. Bid teams should still monitor CanadaBuys for work at or above the threshold. PSPC also publishes a Select Contractor Performance Evaluation Report Form (CPERF) on its acquisitions forms page.
