A Project Manager is the person responsible for managing a project, including coordinating its activities and delivering the results the project requires. In Canadian federal procurement the title carries two practical meanings. It is a professional-services resource category that suppliers propose, and it is a role held by government staff on the buyer side.

The title appears in the Government of Canada's Task and Solutions Professional Services (TSPS) and Task-Based Informatics Professional Services (TBIPS) frameworks, and in many Department of National Defence (DND) requirements. CanadaBuys listings place Project Manager within project-management services and distinguish junior, intermediate and senior levels.

Project Manager as a TSPS and TBIPS resource category

Under the professional-services frameworks, a Project Manager is a named resource that a supplier offers to the Crown. A DND solicitation identified its requirement as TSPS Stream 3, Project Management Services, Category 2, Project Manager. A CanadaBuys award notice identified a junior Project Manager under Stream 5, Project Management Services, Category 3.2.

In the informatics stream, a DND request for proposals lists "P.9 Project Manager" as a personnel category. That request sought one senior resource, alongside database-modeller resources, for enterprise-resource-planning and data-analytics support on an as-and-when-requested basis.

Examples from Department of National Defence requirements

  • A CanadaBuys tender notice sought one senior Project Manager and one intermediate Project Planner to support the Sustainment Business Case Analysis for the Arctic Offshore Patrol Ship and Joint Support Ship in-service-support contract.
  • The TSPS solicitation noted above sought one senior Project Manager to support the Directorate General Aerospace Equipment Program Management, the organization that supports the Royal Canadian Air Force.
  • The TBIPS request for proposals sought one senior Project Manager for ERP and data-analytics support.

These notices describe the resource requirement through seniority level, contract period, option years, estimated days and security requirements.

The Project Manager as a buyer-side role

Project Manager is also a government title. The DND and Public Services and Procurement Canada responsibility matrix assigns the project manager or technical authority a role in the technical evaluation of bids, carried out in accordance with the statement of work and the evaluation plan. The same matrix has the project manager or technical authority participate in negotiations for sole-source procurements, where applicable.

Government contract records also show the title in use. Records such as this DND contract record and this one list a DND Project Manager as the departmental contact for engineering-consultant and construction-related contracts.

What a Project Manager requirement means for a supplier

Read the context first, because the term can point to two different things. When a solicitation asks for a Project Manager resource, the supplier must propose a named individual whose category, level, qualifications, availability and security clearance match the stated mandatory requirements. The bid must demonstrate that the resource meets the category and level in the solicitation, including any experience and deliverable requirements.

When the title refers to a government employee, the Project Manager is a contact for technical evaluation or contract administration, not a role the supplier fills. Each solicitation sets its own requirements, so bid teams should check the category, level and security terms in every notice rather than assume they carry over between procurements.
