A pre-qualified supplier list is a list of suppliers that have completed a qualification process and are eligible to receive or participate in later procurement opportunities. In Canadian federal procurement, the list is established through a qualification process, such as a request for qualification or a supply arrangement. Suppliers on the list may then be invited to submit bids.

The list is the product of the first stage of a multi-stage procurement. The buyer evaluates suppliers against stated qualification requirements and publishes the result. In the second stage, the buyer sends a solicitation to some or all of the suppliers on the list, often through an invitational competitive process. CanadaBuys procurement procedure material describes this approach.

How the two-phase process works

CanadaBuys identifies “establish a pre-qualified supplier list” as the first phase of a two-phase procurement. A notice on CanadaBuys states that a pre-qualified list may be created through a supply arrangement or a request for qualification. Bid solicitations may then be sent to the suppliers on that list.

  • First phase: the buyer issues a qualification solicitation, evaluates responses against the published criteria and establishes the list.
  • Second phase: the buyer issues a bid solicitation to listed suppliers, often as an invitational competition.

Related instruments and how they differ

Several procurement terms sit close to the pre-qualified supplier list, and they are not interchangeable.

  • Request for qualification (RFQ or RFSQ): a solicitation used to establish the list.
  • Supply arrangement: a federal instrument under which qualified suppliers may receive later bid solicitations.
  • Standing offer: a separate federal contracting instrument. It is not the same thing as a pre-qualified supplier list.
  • Pre-qualification questionnaire (PQQ): a tool some defence and public-sector buyers use to assess eligibility and capability before inviting tenders. The UK Ministry of Defence guidance on supplier selection describes supplier selection as choosing suppliers to proceed to tendering or negotiation. It says procurers normally use a PQQ to collect the information, although the regulations do not expressly require one.

Integrity checks before a list is published

The federal Supply Manual refers directly to publishing a pre-qualified supplier list. Before a contracting officer publishes one, the officer must verify that the supplier is not ineligible or suspended under the federal Ineligibility and Suspension Policy. This requirement is set out in Chapter 5 of the Supply Manual on CanadaBuys. A supplier that is ineligible or suspended cannot be placed on the list.

Examples of pre-qualified lists in Canada

  • Crown corporation benefits services: a 2025 CanadaBuys solicitation for benefits-related services stated that respondents selected after evaluation would be included on a pre-qualified supplier list. They would then be eligible to take part in an invitational second-stage competitive process. See the request for supplier qualification.
  • Artificial intelligence: Public Services and Procurement Canada and the Treasury Board of Canada Secretariat established an AI Source List of suppliers able to provide responsible AI services, solutions and products. The Government of Canada calls the listed suppliers “pre-qualified suppliers.” Details are on the list of interested AI suppliers page.

What it means for a supplier bidding on Canadian public contracts

Being on the list is often the condition for being invited to the second-stage bid, so the qualification solicitation is the opportunity to pursue. A supplier seeking inclusion generally needs to do the following:

  • respond to the qualification solicitation;
  • provide the technical, corporate, financial, security or other information requested;
  • satisfy the published qualification criteria;
  • pass the required integrity and eligibility checks; and
  • once accepted, monitor and respond to invitational solicitations issued to list members.

Requirements differ by solicitation or supply arrangement, so read each qualification notice closely and track its closing date. A supplier that misses the qualification stage may not see the later competition at all.
