NSLB stands for NATO Standardization Liaison Board. The term appears in the 1994 NATO Logistics Handbook, which describes it as an envisaged coordinating body intended to improve cooperation across Alliance standardization.

The handbook describes the Board as consisting of NATO headquarters staff who support the various standardization tasking authorities. It also provides for a representative of the Senior NATO Logistics Committee (SNLC) to sit on the Board. NSLB is a historical term in NATO's standardization organisation, and it is not the name of the body that runs standardization today.

What the 1994 handbook says about the NSLB

The handbook uses the exact form "NATO Standardization Liaison Board (NSLB)". Its purpose was coordination. NATO standardization work was spread across several tasking authorities, including groups connected with the Conference of National Armaments Directors, the SNLC and the military standardization boards. The NSLB was meant to bring the headquarters staff supporting those authorities together so that their work fit with one another.

  • Type of body: an envisaged coordinating board for Alliance standardization.
  • Membership: NATO headquarters staff supporting the standardization tasking authorities.
  • Logistics representation: an SNLC representative, whose primary interest is the standardization of consumer logistics.

How NATO standardization is organised today

Current NATO material assigns standardization coordination to the NATO Standardization Office (NSO). The NSO initiates, coordinates, supports and administers NATO standardization activities under the authority of the Committee for Standardization (CS). NATO also states that the NSO supports and assesses the activities of the Military Committee Standardization Boards and maintains liaison between those boards and other Alliance standardization bodies.

The liaison role the 1994 handbook gave to the NSLB is therefore now described in NATO's own pages as part of the NSO's work. A second body, the NATO Standardization Staff Group (NSSG), is described on NATO's standardization page as a staff-level forum. It supports coherence of standardization activities and procedures across NATO bodies, particularly the standardization tasking authorities. Those authorities can task subordinate groups to produce Standardization Agreements and Allied Publications.

Terms related to the NSLB

Anyone reading NATO standardization documents will meet these terms alongside NSLB:

  • NATO Standardization Office (NSO): the body that coordinates and administers NATO standardization activities.
  • Committee for Standardization (CS): the authority under which the NSO works.
  • NATO Standardization Staff Group (NSSG): the staff-level forum for coherence across NATO bodies.
  • Standardization Agreements (STANAGs): agreements produced by groups tasked by standardization tasking authorities.
  • Allied Publications (APs): publications produced through the same tasking process.
  • Senior NATO Logistics Committee (SNLC): the logistics committee whose representative the handbook places on the NSLB.

What NSLB means for a supplier bidding on Canadian public contracts

NSLB is not a Canadian procurement requirement. It is a NATO organisational term from a 1994 handbook, and it is not tied to a Canadian department, program or contract type. Suppliers who see it should read it as a reference to NATO standardization coordination and check the solicitation for the specific standard or publication it cites.

For current NATO standardization context, the NSO, the CS, STANAGs and Allied Publications are the terms in use. Canadian federal tender opportunities are published on CanadaBuys, the Government of Canada's online procurement service, where bid teams can review the requirements of each notice directly.
