Informatics professional services is a Canadian federal procurement category. It covers professional services involving information technology, information management and related informatics work. Public Services and Procurement Canada (PSPC) administers the government-wide methods of supply that buyers use to acquire these services, and the term appears in its services procurement guidance.
The category is not a single occupation or credential. It splits into two types of requirement. Task-based services are finite assignments with defined dates and deliverables. Solutions-based services are larger IT solutions such as business transformation, electronic service delivery, business intelligence and network services, as the Government of Canada's supplier guidance on services explains.
Task-based and solutions-based services compared
Task-based informatics professional services (TBIPS) relate to a particular IT activity. They normally involve consultants performing finite work assignments with specified responsibilities, start and end dates, and deliverables. PSPC sets this out on its TBIPS page.
Solutions-based informatics professional services cover IT solutions rather than individual resources. PSPC's solutions-based domain descriptions list these areas:
- Enterprise resource planning and customer relationship management
- Electronic service delivery
- Geospatial informatics
- Information management and business intelligence
- IT systems management and managed services
- Network services
- Security management
- Systems integration
Federal methods of supply for informatics work
Three PSPC tools account for most federal informatics professional services buying. The TBIPS Supply Arrangement is a mandatory method of supply for task-based services at or above the Canada-Korea Free Trade Agreement threshold. Its listed service areas include application services, geomatics, information management and IT, business services, project management, cyber protection and telecommunications.
The Solutions-Based Informatics Professional Services Supply Arrangement is the mandatory government-wide method for solution-based requirements above the same threshold. PSPC describes it on its supply arrangement page.
ProServices is the government-wide tool for professional services below that threshold. It includes both informatics and non-informatics categories, and its informatics categories mirror TBIPS streams 1 to 7, according to PSPC's ProServices overview.
How informatics requirements appear on CanadaBuys
CanadaBuys award notices use "Informatics Professional Services" as a requirement description, alongside the applicable trade agreements and procurement procedures. An example is this CanadaBuys award notice.
A tender notice from the Aircraft Services Directorate of the Canadian Coast Guard shows what a task-based requirement looks like. It sought qualified TBIPS supply-arrangement holders for platform analysis, project executive, database administration, programmer/analyst and ERP programmer-analyst services. The work included data migration, integration between a SaaS solution and other systems, project governance and architectural coordination. Bidding was restricted to eligible supply-arrangement holders in specified categories at Level 3 expertise.
An Indigenous Services Canada notice sought Oracle and MS SQL Server database administration and support. The work was to be delivered as and when required through task authorizations under TBIPS.
What it means for a supplier bidding on Canadian public contracts
Most informatics professional services work is competed among suppliers that already hold a place on the relevant method of supply. A supplier should first confirm whether it holds a position under TBIPS, the solutions-based arrangement or ProServices, since the requirement's value and type decide which tool applies.
Next, check the stream, category, level of expertise, tier and geographic region named in each solicitation. A supplier must qualify for the specific category to bid, as the Coast Guard notice shows.
The response itself is solicitation-specific. Expect to propose named personnel with the required qualifications, a technical response, pricing, security information and deliverables, according to what the individual notice asks for. Reading the notice closely matters more than relying on a general checklist.
