FRMB stands for Fundamental Review of the Military Budget. It is a NATO budget-governance term for a review of the Alliance's military-budget management, structures and procedures, intended to help direct appropriate resources toward the highest-priority programmes.

The term appears in NATO's 1994 Final Communiqué, where it is named alongside the Civil Budget Priorities Review. Canadian suppliers will usually meet it as background to NATO common funding rather than as a requirement in a bid document.

The 1994 communiqué and the review of NATO budgets

NATO's Final Communiqué of December 1994 referred to the Fundamental Review of the Military Budget together with the Civil Budget Priorities Review. Taken together, the two reviews directed a broader examination of how the Alliance manages its budgets, how its budgetary structures are organized and which procedures govern spending.

The aim was practical: make sure appropriate resources are directed to the highest-priority programmes. The communiqué is the authoritative NATO text that uses the expanded phrase, so the full name is the safest form to use when you cite it.

Where the Military Budget sits in NATO common funding

NATO's funding overview identifies three principal common-funded budgets:

  • The Civil Budget
  • The Military Budget
  • The NATO Security Investment Programme (NSIP)

The Military Budget funds, among other things, the NATO Command Structure, selected common-funded capabilities, operations and missions, and some training and exercises. NATO says it supports the Alliance's deterrence and defence posture and interoperability across the Alliance. The FRMB is a review of this budget's management, so it belongs to the same governance framework.

Who oversees the Military Budget

NATO's Resource Policy and Planning Board has overall responsibility for managing the Civil and Military Budgets and the NSIP. Its Budget Committee reviews and recommends the Civil and Military Budgets.

Canada's guide to navigating NATO procurement adds the supplier-facing detail. It states that the Military Budget and NSIP together are known as Military Common Funding. The Military Budget is financed from national defence budgets, supervised by the Military Budget Committee and implemented by individual NATO budget holders.

What FRMB means for a supplier bidding on Canadian public contracts

FRMB is not a form, certification or compliance step for Canadian bidders. Canadian federal material treats NATO procurement and common funding at a general level and does not present FRMB as a supplier requirement. Any obligation tied to NATO funding would be stated in the specific NATO or Canadian solicitation, so read each solicitation's terms directly.

What the term does give you is context. NATO procurement is carried out by different NATO entities, including NATO agencies, and Military Budget spending is implemented by individual budget holders. Understanding that structure helps you identify which body is buying and under which funding line.

Public Services and Procurement Canada acquires defence goods and services for the Canadian Armed Forces, the Canadian Coast Guard and other departments.
