Electronic bid submission means submitting a quotation, tender, proposal or other bid electronically through a designated procurement system or online service, instead of on paper or by another physical delivery method. It is one form of electronic procurement, also called e-procurement or electronic commerce in contracting.

The term describes a method, not a single platform. The required system, file format, authentication, deadline and receipt confirmation are normally set out in the individual solicitation, so a supplier has to confirm the instructions for every opportunity before preparing a response.

How electronic bid submission works on CanadaBuys and SAP Ariba

CanadaBuys is the Government of Canada's official source for tender and award notices. It also provides access to the federal electronic procurement solution, where suppliers view and bid on opportunities. The electronic procurement transition page on canada.ca describes this arrangement.

Tender opportunities processed through the federal electronic procurement solution require suppliers to submit their bids through SAP Ariba. Suppliers must register in SAP Ariba before they can view and respond to those opportunities. The bidding guidance from Public Services and Procurement Canada (PSPC) sets out this requirement.

Canada Post Connect and other delivery methods

Electronic submission in Canada is not limited to one channel. Some opportunities continue to require submission through a bid receiving unit or through Canada Post Connect, and each opportunity states the delivery method it requires. This is confirmed on the electronic procurement transition page.

For some PSPC tenders, suppliers can submit bid documents electronically using Canada Post's Connect online service. The PSPC guidance on preparing a bid advises suppliers to create an account in advance and to keep the confirmation email that verifies the bid was submitted. That email is the supplier's record that the submission went through.

Electronic bid submission in defence and allied procurement

The practice is common beyond Canada. The U.S. Defense Logistics Agency uses the DLA Internet Bid Board System (DIBBS) to post solicitations and amendments, receive quotations responding to requests for quotations, and receive uploaded offers responding to requests for proposals, as described in the DLAD subpart on electronic commerce in contracting.

NATO's headquarters procurement portal lets suppliers access opportunities, download solicitation documents and submit bids and proposals digitally. Details are on the NATO business opportunities page.

What electronic bid submission means for a supplier

A supplier bidding on Canadian federal contracts should treat the submission method as part of the bid itself. Register in SAP Ariba before a tender closes if the opportunity runs through the federal electronic procurement solution. Set up a Canada Post Connect account in advance if the solicitation calls for it, and keep the confirmation email.

PSPC also expects suppliers to follow the solicitation's format and preparation instructions, meet mandatory requirements, complete the required certifications, and verify both the submission method and the deadline. A bid that is technically strong but sent by the wrong channel does not meet the solicitation's terms.

The sources reviewed support federal use through PSPC, CanadaBuys, SAP Ariba and Canada Post Connect. They do not establish a single rule that every federal, provincial or defence opportunity must be submitted electronically, so the solicitation document remains the final authority on how to submit.
