CBC1 stands for Civil Budget Committee. It is the form used in NATO's Glossary of NATO Acronyms and Abbreviations, which lists the entry as CBC1 followed by Civil Budget Committee. The "1" is part of the NATO abbreviation and distinguishes it from other NATO budget-related abbreviations.

The committee is responsible for matters relating to NATO's Civil Budget. For Canadian suppliers, the term matters because it turns up in material about NATO projects funded from that budget. It is not a standard Canadian federal procurement clause, and it is not a domestic contracting designation.

What the Civil Budget pays for

According to NATO's page on funding NATO, the Civil Budget covers the personnel expenses, operating costs, and capital and programme expenditure of the International Staff at NATO Headquarters. That makes it the budget behind the day-to-day running of the Headquarters rather than military operations or command structures.

NATO states that implementation of the Civil Budget is overseen by the NATO Budget Committee. Canada's Department of National Defence describes the arrangement in its own terms. Its guide says NATO's civil budget is supervised by the Civil Budget Committee and implemented by the NATO International Staff.

Origins of the Civil Budget Committee

NATO archival material records that the Council Deputies approved the establishment of the Civil Budget Committee on 2 April 1951. The same NATO archives record shows that the committee reviewed budget estimates for NATO Headquarters and the civilian agencies.

Its early work covered several kinds of financial matters:

  • Salary scales and personnel costs
  • Equipment, supplies, and services
  • Furnishings and accommodation
  • Auditors' reports

How CBC1 appears in Canadian procurement material

Canadian government guidance on NATO contracting refers to the Civil Budget Committee when it explains how Civil Budget projects are run. The Department of National Defence's Guide to navigating NATO procurement sets out several points that apply to these projects:

  • General Administrative Rules for Civil Budget-funded projects are circulated with the Notification of Intent to Invite Bids for each project. Project-specific administrative rules are attached where they apply.
  • Civil Budget projects subject to International Competitive Bidding (ICB) are publicized on the Canadian PSPC website.
  • Canadian companies seeking to bid on NATO projects require a Declaration of Eligibility. It is issued through the Canadian First Secretary Investment, who also informs PSPC when NATO opportunities are to be posted on the Buy and Sell website.

Opportunities that Canadian suppliers see in this process reach them through PSPC and CanadaBuys tender opportunities, not through the committee itself.

What CBC1 means for a supplier bidding on Canadian public contracts

A supplier does not bid to CBC1. The committee supervises the budget. It is not the contracting authority for every project funded from it. When you see a Civil Budget-funded NATO opportunity, work from the project documents instead.

  • Read the Notification of Intent to Invite Bids first.
  • Follow the General Administrative Rules and any project-specific rules attached to it.
  • Confirm your eligibility, including the Declaration of Eligibility for Canadian-based companies.
  • Check the bid instructions for submission requirements and deadlines.

Start the Declaration of Eligibility early, because it is a precondition for bidding on NATO projects. Treat CBC1 as a signal that the funding comes from NATO's civil budget and that NATO's administrative rules, not Canadian federal contracting rules alone, will govern the bid.
