ACTORD means activation order. In NATO usage, it is an order that authorizes or directs the activation and, where applicable, the execution of a military operation, or the release and deployment of forces. NATO's official texts use the singular form "Activation Order (ACTORD)" and the plural "activation orders (ACTORDs)".

The term belongs to NATO operational vocabulary. It marks the point where planning and readiness give way to authorized action. Canadian suppliers are most likely to meet it in NATO-related documents, such as statements of work for exercises, rather than in everyday domestic tender notices.

How NATO's official texts use ACTORD

NATO's 1998 statements on Kosovo give two clear examples. In a NATO statement on Kosovo, the expanded form "Activation Order (ACTORD)" appears in connection with a NATO-led extraction force, which the North Atlantic Council authorized.

A NATO account of the North Atlantic Council's review of the situation in Kosovo uses the plural form. It records that NATO issued ACTORDs for limited air operations and for a phased air campaign in Yugoslavia. In both cases, the ACTORD is the instrument that turns a political decision into authorized military action.

Who issues an ACTORD

The North Atlantic Council (NAC) is NATO's principal political decision-making body. NATO material describes the NAC as the body that authorized ACTORDs. In the operational chain of command, the Supreme Allied Commander Europe (SACEUR) issues the ACTORD. NATO stated this directly in the transcript of its 13 October 1998 press conference, where it said SACEUR would issue the ACTORD.

Where the ACTORD sits in the activation process

NATO operational doctrine, in Allied Joint Publication AJP-3(B) on the conduct of operations, describes the activation process in stages. It begins with a force activation directive or with parameters set out in a standing defence plan.

  • Force activation directive: the direction that starts force activation.
  • Activation order: the NATO order that initiates the release of national forces and the transfer of authority to SACEUR, and that authorizes deployment of NATO forces.
  • Transfer of authority (TOA): the handover of command of released national forces to NATO.

The ACTORD is therefore the order that releases forces and authorizes their deployment, not the directive that opens the process.

ACTORD messages in NATO acquisition documents

The term also appears in NATO procurement material. Allied Command Transformation acquisition documents refer to "ACTORD message(s)" in their statements of work. Examples include an Joint Force Training Centre invitation for bids and a request for proposals for scenario development for the Loyal Dolos 2025 and Loyal Leda 2026 exercises. In these documents, ACTORD messages are part of the exercise and scenario content that a contractor works with.

What ACTORD means for a supplier bidding on Canadian public contracts

ACTORD is NATO terminology, and the research establishes no Canadian federal or provincial policy, contract clause or program built around it. A supplier should not assume a Canadian-specific obligation attaches to the term.

If ACTORD appears in a solicitation, the solicitation governs its meaning. Read the document's own definitions, any referenced NATO message, the statement of work and the security or operational instructions. Canadian tender notices are published through CanadaBuys. For work tied to NATO exercises, such as scenario development, expect ACTORD messages to be part of the material you are asked to draft, process or respond to.
