ABCCC1 stands for airborne battlefield command and control centre. It is an entry in NATO's Glossary of NATO Acronyms and Abbreviations (AAP-15), where the French equivalent is given as centre aéroporté de commandement et de contrôle du champ de bataille. The entry is attributed to AC/224. The glossary is published in the NATO Archives.
The underlying concept is an airborne command and control facility used in battlefield air operations. Allied doctrine describes an ABCCC as an airborne command, control and communications centre that supports functions such as managing air operations and coordinating them with ground operations. The term is a piece of defence terminology, not a Canadian program name, contract vehicle or procurement category.
What the NATO glossary entry says
NATO AAP-15 lists ABCCC1 as "airborne battlefield command and control centre" and pairs it with the French equivalent noted above. NATO publishes its acronyms in both official languages, so the English and French forms are used together in alliance documents. The entry is a terminology listing. It does not set out technical specifications, equipment standards or acquisition rules.

How allied doctrine describes the ABCCC
United States Air Force doctrine, published through the U.S. Government Publishing Office, describes the ABCCC as an integral part of the airborne elements of the Tactical Air Control System. It calls the ABCCC a specialized airborne command, control and communications centre. Its primary function is battle management of tactical air operations and directing air support to ground operations in the forward area.
A NATO-related air-power publication also identifies ABCCC as a capability relevant to close air support. Taken together, these sources place the ABCCC in the link between air assets and the forces they support on the ground.
Terms that are related but not the same
NATO's public description of Allied Command Operations names two air command and control organizations: the Combined Air Operations Centre (CAOC) and the Deployable Air Command and Control Centre (DACCC). Both belong to NATO's air command structure. Neither is identified as ABCCC1, and they should not be treated as synonyms. Bid teams reading a solicitation should keep the three terms separate and use the wording the buyer uses.
What ABCCC1 means for a supplier bidding on Canadian public contracts
ABCCC1 is a NATO terminology entry. If it appears in a Canadian solicitation, it points to NATO vocabulary or a NATO reference that the buyer is relying on. Any compliance action, certification, deliverable or security requirement would be set out in the solicitation documents themselves, not in the glossary entry.
