AARC stands for air-to-air refuelling controller. In NATO terminology, it names the person or role responsible for controlling or directing air-to-air refuelling operations, in which one aircraft transfers fuel to another while both are in flight. NATO's abbreviation glossary gives the French equivalent as contrôleur du ravitaillement en vol.

The entry sits within the NATO air-to-air refuelling (AAR) vocabulary and is associated with the publication ATP-56. The expansion is recorded in the NATO glossary of acronyms and abbreviations (AAP-15, 2013). Suppliers who see the acronym in defence or aviation documents should read it in that sense only when the document itself points to NATO air-to-air refuelling.

How NATO records the AARC entry

The NATO glossary lists three pieces of information for AARC: the English expansion, the French equivalent and the link to ATP-56. The French term, contrôleur du ravitaillement en vol, matters for bilingual Canadian documents, since federal solicitations and technical publications often carry both official languages.

NATO also maintains NATOTerm, its official terminology database for non-classified military terminology. The database is maintained by the NATO Terminology Office and is the reference point for how NATO defines its military terms.

AAR, AARA and ATP-56: the related terms

AARC is one of several abbreviations that share the same root. The same NATO glossary separately lists these entries:

  • AAR: air-to-air refuelling.
  • AARA: air-to-air refuelling area.
  • AARC: air-to-air refuelling controller.

The Royal Canadian Air Force uses the AAR abbreviation as well. Its RCAF doctrine abbreviation list expands AAR as air-to-air refuelling. That list confirms the broader term in Canadian doctrine, but it does not expand AARC.

A different AARC in Transport Canada publications

The acronym has an unrelated meaning in Canadian civil aviation. Transport Canada's Aeronautical Information Manual uses AARC for the Civil Aviation Communications Centre, an aviation-administration contact designation. It has nothing to do with refuelling. The designation appears in editions of the manual such as AIM 2021-1, AIM 2024-2 and AIM 2025-1.

Bid teams reading aviation material should therefore check the context before assigning a meaning. In a NATO or military refuelling document, AARC is the air-to-air refuelling controller. In a Transport Canada civil aviation publication, it is the Civil Aviation Communications Centre.

What AARC means for a supplier bidding on Canadian public contracts

The NATO glossary establishes what AARC means, but it does not turn the acronym into a Canadian procurement requirement. AARC is not, on its own, a position, qualification, deliverable or contract clause in any Canadian solicitation identified in the research. Suppliers should not assume an obligation exists because the acronym appears in a NATO reference.

If AARC shows up in a statement of work, specification or referenced NATO publication, treat the solicitation text as the authority. Confirm how the document defines the term, check whether it incorporates ATP-56 or another NATO publication by reference, and ask clarifying questions through the contracting authority's stated process before the question period closes. Where a document is bilingual, use contrôleur du ravitaillement en vol to confirm that the French and English versions describe the same role.
